Almost always yes. Most M365 tenants have permission drift from years of changes; Copilot surfaces content based on existing permissions. If a user has read access to confidential documents they should not have, Copilot will use them in responses. The remediation is the highest-value protection step in any rollout.

Copilot grounds responses on the user's M365 data (their own files, files they can access, mail, Teams chats). It does not train Microsoft's foundation models on your data. Audit logs in Microsoft Purview capture every prompt and response.

Microsoft lists no exceptions for Microsoft 365 Copilot to its data-at-rest commitments for Microsoft 365, so Copilot data is stored under the same rules as the rest of your tenant. Processing is a separate question: in an April 2026 update, Microsoft said in-country processing of Microsoft 365 Copilot interactions is expected to become available in the UAE by the end of 2026. Yes. A Microsoft 365 Copilot licence lets you extend Copilot with agents built in Copilot Studio, and for licensed users, answers grounded in your Microsoft 365 data in Copilot Chat, Teams and SharePoint do not consume Copilot Credits. Re-engagement programme: identify low-usage users, deliver targeted training based on their role, share role-specific prompt libraries, run office hours. Most low-adoption users move to active usage within 4-6 weeks of re-engagement.

Yes, often the best approach. 10-25 user pilot for 30-60 days, measure adoption and use cases, then expand. Pilot also exposes data-protection issues early when remediation is cheaper.
